When is an Application Required?

The Integrated Development Assessment System (IDAS) is the simple, step-by-step process for making, assessing and deciding development applications in Queensland.

For an application to be required, the proposal must involve the carrying out of building work (designing or constructing a residential or commercial building and/or demolition of a building).

How Do I Make An Application?

Application forms are available from the Community Services and Development Building, 43 Borilla St Emerald (across the road from the public library).

The application form must be completed fully and accompanied by the following:

  • IDAS application forms – forms vary depending on type of development

  • Project documentation and supporting documentation

  • Statutory Levies – these vary depending on type and value of building work (B.S.A. – Ph: 4926 1922 & P.L.S.L. - Ph: 1800 803 481)

  • Payment of Council building approval fee

The application must be consented to in writing by the owner if the application is made by a person who is not the owner.

The application must be signed by the applicant/s or, in the case of a partnership, by one of the partners or, in the case of a body corporate, by an authorised officer.

Project Documentation

The provisions of the Queensland Building Act and the Building code of Australia are such that preparation of building plans should not be attempted unless the person so doing is conversant with that legislation and essentially, competent to provide the quality of plans necessary to enable approval. 

Photocopies of plans taped together, pencil drawings and such like will not be accepted, neither will single line or out of scale drawings. 

Drawings and / or specifications are to be fully specified and describe the construction, materials, drainage and water supply etc.  Standard specifications are not acceptable.
